1st February onwards, the 10% upper cast quota will come into work.


From February 1st, the Economically Weaker Sections(EWS) of upper casts will be eligible for government jobs.

According to the office memorandum issued on 19th January, the department of personnel and training is still stuck to the eligibility criteria for EWS quota which was approved by the Union cabinet. The criteria was not only approved by Union cabinet but by Parliament also and was signed as law by the President.

People with gross annual income, including their families income, less than 8 lakhs and are not covered under the existing scheme of the various reservations for SC, ST and socially and educationally backward will be identified eligible for EWS quota. The income would be considered from any source, whether it be from agricultural or business or monthly salary.

People – owning agricultural land of 5 acres or more, with residential flat of 1000sq ft or more, with residential plot of 100yards or more in notified boroughs and residential plot of 200yards or more in places other than notified boroughs, will not be considered under EWS criteria.

Those who are opting for EWS quota would have to be certified by an officer with a rank above or of a Tehsildar of state.

Memorandum said the 10% quota will come into being for recruitment form 1 February onwards only.

The government’s decision of 10% reservation for upper cast is not acceptable by the oppositions, they say it is is a hit and trial, in order to lure public before the general elections on 2019.
